Background

The Global Fund to fight against AIDS, TB and malaria is an international organization that mobilizes and invests resources to support programs run by local experts in more than 129 countries including Mongolia. Each country has the Country Coordinating Mechanism /CCM/, a national committee that consists of representatives of all sectors involved in the response to the diseases, submits funding applications to the Global Fund on behalf of the country. One of the main responsibilities of the CCM is to oversee the implementation of approved grants, focusing on the essential financial, programmatic and management aspects of the grant portfolio. CCMs operate effectively through Secretariat that has an administrative function and supports the execution of decisions made by the CCM.

Job description of Oversight Officer of Country Coordinating Mechanism (CCM) at Global Fund Mongolia

Position Summary: The Oversight Officer plays a pivotal role within the Country Coordinating Mechanism (CCM) by ensuring effective monitoring and evaluation of Global Fund grants. This position involves coordinating oversight activities, analyzing programmatic and financial data, and facilitating communication between stakeholders to enhance grant performance and alignment with national health strategies.

Key Responsibilities:

  • Oversight Coordination: o Develop and implement the CCM’s oversight plan, ensuring alignment with Global Fund guidelines.
  • Organize and support regular meetings of the Oversight Committee, including preparing agendas, materials, and minutes.
  • Coordinate site visits to grant implementation locations, facilitating data collection and stakeholder engagement.
  • Data Analysis and Reporting: o Collect and analyze programmatic and financial data from Principal Recipients (PRs) and Sub-Recipients (SRs) to assess grant performance.
  • Prepare comprehensive reports highlighting key findings, challenges, and recommendations for the CCM and relevant stakeholders.
  • Maintain an updated database of grant performance indicators and outcomes and submit to CCM.
  • Stakeholder Engagement: o Facilitate effective communication between the CCM, PRs, SRs, and other stakeholders to address implementation challenges and share best practices.
  • Ensure that community feedback and beneficiary perspectives are integrated into oversight activities.
  • Capacity Building: o Provide training and technical assistance to CCM members and stakeholders on oversight processes, data analysis, and reporting.
  • Develop and disseminate tools and guidelines to enhance the effectiveness of oversight functions.
  • Compliance and Risk Management: o Monitor compliance with Global Fund policies, grant agreements, and national regulations.
  • Identify potential risks in grant implementation and propose mitigation strategies.
  • Reporting to CCM Secretariat Coordinator on daily basis.
  • Submit oversight reports to CCM on quarterly basis.

Qualifications:

  • Bachelor’s degree in Public Health, Social Sciences, Business Administration, or a related field; a Master’s degree is preferred.
  • At least five years of experience in program management, monitoring and evaluation, or grant oversight, preferably within the health sector.
  • Strong analytical skills with proficiency in data analysis and interpretation.
  • Excellent communication and interpersonal skills, with the ability to engage diverse stakeholders effectively.
  • Demonstrated knowledge of Global Fund processes and requirements is an asset.
  • Proficiency in Mongolian; knowledge of English is advantageous.
